We are excited to share the preliminary program for the OGP Estonia Global Summit with you!

This draft program focuses on the thematic breakout sessions at the Summit, covering the Summit themes of anti-corruption, civic space and participation, climate and environment, digital governance, open justice, and democratic resilience.

The sessions are the result of work by the Summit´s Community Content Leads, who were selected from across the OGP community to develop content that responds to the OGP strategy and addresses issues that are relevant and important to the OGP community. Their proposals were reviewed and further refined by the Summit Advisory Board and Summit Organizing Team to arrive at 26 sessions in the preliminary program, which will make up approximately half of the final programme.

We welcome your feedback on the proposed content – including commenting on the sessions, identifying essential topics that are missing, and/or suggesting examples, contributors and speakers to feature – before May 19, 2023. The Summit Organizing Team and Advisory Board will review the feedback provided to refine the program, including identifying additional session topics.

This high-level discussion will look at the alignment between people-centred justice and open government. It will provide specific recommendations on open justice policies that have the greatest potential impact in terms of improving people’s access to justice and resolving their justice problems. 

Goals

People-centred justice and alignment with open government values is emphasized, specifically in terms of how both seek to address the barriers that specific communities have for accessing services. 

Contributors share perspectives on what people-centred justice approaches suggest for key issues such as data and use for legal development planning and budgeting, digital transformation of the justice system, support for informal and alternative justice systems, etc. 

OGP members inspired to design commitments and policies on justice with a people-centred focus and approach

This session will explore public oversight of defence strategy (including priorities and other fundamental decisions); spending (including procurement); and security and defence operations (Wagner group types of deals as well as privately managed or owned critical infrastructure, private intelligence and security firms etc.)

Goals

Explore the role of different oversight actors (parliaments, civil society) and their respective contributions to ensuring openness and accountability in specific areas of national security and defence;

Create a roadmap of reforms and innovations that ensure inclusivity and integrity in the security and defence sector;

Provide examples and case studies of ways in which democratic oversight can be strengthened;

Showcase the Ukrainian experience with oversight during martial law, particularly around international technical and financial assistance.

Map different areas for openness that can make democracies more prone to attacks and highlight the role of open government in strengthening democratic resilience

Discuss particular challenges to national security and democratic resilience and the role of accountability and oversight in responding to these challenges

Provide examples of democratic responses to transnational repression, as an international comparative exercise emphasising solutions

How open government ensures Ukrainian victory and reconstruction for the long term

Experts agree that Ukraine’s resilience throughout the invasion has been underpinned by innovations in governance, but sustaining these reforms will not happen without attention and effort. This session will bring together Ukrainian experts in anti-corruption and oversight with experts from beyond the region who specialise in post-conflict accountability, demobilisation, and peace-building.

Goals

Highlight the importance of NATO-EU-Ukraine integration advancement for international military, political and economic security.

Reiterate international community expectations around continued progress in Ukraine, and highlight the need to safeguard pre-war gains in anti-corruption and decentralization.reform, including sunsetting certain restrictions on information.

Highlight the need to strengthen cooperation between stakeholders in light of reconstruction.

A role for civil society in building consensus and support for and participating in initiatives that deal with: 

  • Pursuing accountability for crimes committed during the war, both internationally and domestically;

  • Providing oversight and democratic, inclusive solutions for prospective transitional justice initiatives (including for instance potential lustration, reconciliation programs etc.);

  • Creating mechanisms for reintegration of former combatants; and

  • Creating broad coalitions for reform, getting citizen buy-in and building civic cohesiveness.
