We are excited to share the preliminary program for the OGP Asia Pacific Regional Meeting 2025
with you! 
This program is based on the results of a region-wide survey for initial inputs and consultations with regional stakeholders.  

It focuses on the thematic breakout sessions at the regional meeting, covering the themes of:

  • Inclusive Public Participation
  • Civic Space
  • Anti-Corruption and Rule of Law
  • Digital Governance
  • Climate
  • Mainstreaming and Localization of Open Government

We welcome your feedback on the proposed content – including identifying essential topics that are missing, and/or suggesting examples, contributors and speakers to feature – before November 19, 2024. The Regional organizing team will review the feedback provided to refine the program.

1. Mainstreaming and Institutionalizing Public Participation: There are lots of exciting innovations taking place to involve people in decisions that affect their lives, but too few become part of the day-to-day practice of government. This session will explore different ways to mainstream and institutionalize public participation in government – from building skills and capacity among public servants to introducing laws and requirements to govern participation. It will draw on examples from across the region to challenge and inspire participants about the opportunities and challenges of making public participation more commonplace and impactful.

Approaches to Creating Safe and Inclusive Spaces for Participation in Policymaking: Creating safe and inclusive spaces for participation is vital for ensuring that everyone can help shape the decisions that affect their lives. This session will explore examples and lessons drawn from different sectors for how public participation can be designed to include everyone, including children/adolescents, youth, women, rural communities, and marginalized groups.

3. Women, Peace, and Security: This session will explore how open government and the pursuit of peace and security through gender-responsive approaches can become mutually reinforcing agendas and explore future actions needed to open up open government processes and plans to this emerging issue of importance for the region.

4. Youth and Children: Youth and children make up a significant proportion of the region's population. As such, they are a key stakeholder group in any policy or decision-making process and bring different experiences, needs, and expertise that are vital to the success of government policies and approaches. However, they have historically had difficulty ensuring that their voices and ideas are included in policymaking processes. With massive demographic shifts around the world, enhanced connectivity, and rapidly evolving ideas and networks, youth and children are now more able, powerful, and willing to drive open governance than ever before. This session will explore ways in which they are doing so, and opportunities to expand spaces for their participation.

5. Developing Strategies to Protect and Expand Civic Space and Civil Society

5. Developing Strategies to Protect and Expand Civic Space and Civil Society: Civic space is under threat across the world and within the Asia and Pacific region, with many governments restricting civil society and undermining fundamental rights. OGP seeks to be a countervailing force, supporting governments and civil society to work together to create a flourishing environment of civic action. This session will explore different strategies for protecting civic space where it is under threat, and expanding civic space where there are windows of opportunity to do so.

Deepening partnerships between civil society and development partners: As restrictive practices and legislation regulating civic space and civil society funding proliferate, it is important to understand how best development partners and civil society work together and deepen partnerships to strengthen civil society and overcome the challenges faced. This session will explore existing good practices and initiatives, surface practical ideas for how these can be further expanded and identify the role of different stakeholders in taking future action.

7.  Collective Action for Anti-Corruption: Governments and civil society need to join forces with independent accountability institutions, the media, parliaments, the private sector, and others to tackle corruption and build stronger integrity systems. This session will explore current initiatives to do so in the region, and how different stakeholders can come together to identify priorities and strategic actions for strengthening collective action in the future.
